Experience and Qualifications
Lead Auditor Will Weir, President of PREAAmerica, has had detention and investigative experience totaling 20 years. He was one of the very few auditor who were dually certified as a PREA auditor for Adult and Juvenile facilities. His training was in Kansas City in June of 2014. Prior to PREA, Mr. Weir’s professional work in corrections was with the Oklahoma Office of Juvenile Affairs which included collaborative work with the Oklahoma Department of Corrections. He also served as a Program Volunteer for the Oklahoma Department of Corrections and graduated from their 2014 Leadership Academy and re-certified in December 2017. He completed his Masters in Criminal Justice. He has worked in Oklahoma Office of Juvenile Affairs facilities, community offender programs, and child welfare shelters and has also been lead investigator for Child Protective Services and Adult Protective Services. Will also worked with former inmates at Temporary Assistance for Needy Families at the Oklahoma Department of Human Services. He understands both the standards and the obstacles to achieve them. His unique and vast experience has been demonstrated throughout dozens of audits, with the goal of helping facilities reach their PREA compliance.
Project Manager Tom Kovach has had a decade of experience in investigation as well and two decades of experience in project management. He has served on many boards including the Association of Central Oklahoma Governments as well as the Norman City Council. His governmental experience focused on budget and policy.
PREAAmerica has concluded over 10 audits in Alabama, Arizona, California, Colorado, Kansas, Maryland, Michigan, Missouri, Nevada, New Mexico, Oklahoma, Oregon, Rhode Island, Texas, Washington and Wisconsin. This includes adult and juvenile facilities. The unique and vast experience the PREAAamerica audit team brings was developed during dozens of audits and will be demonstrated in thorough efficient and minimally disruptive audits, with the goal of helping facilities reach their compliance goals and providing increased safety of staff, inmates and residents.
